Our society has grown to 7,065 members as of December, 2011, the highest membership ever. The number of CIS chapters all over the world has grown to the record high of 91. Graduate Student Members pay the student rate as long as they are enrolled in at least 50% of a normal full-time academic program. The e-Membership option is available to new and renewing members who reside in countries where the per capita Gross Domestic Product does not exceed US $15,000. We provide service to our members through a number of programs. We provide summer research grants to students. We offer travel grants to student members presenting papers at IEEE CIS conferences, as well as to professional members from developing countries. For those of you who have just graduated and become young professionals, the Graduate Of the Last Decade (GOLD) program offers many benefits and activities. If you have 10 years or more of significant professional experience (or 5 years after obtaining a PhD degree) then you can apply for promotion to the grade of Senior Member. Chapters can request the visit of Distinguished Lecturers of our society. A new initiative called Regional Ambassador Program aims at fostering cooperation among neighboring chapters. The IEEE CIS has built an educational repository containing tutorial and plenary talks recorded at conferences. In addition, history interviews with computational intelligence pioneers have been uploaded. Check out the repository at http://ieee-cis.org/edu/repository

 

Each year the society delivers awards for outstanding papers published in IEEE CIS Transactions, an outstanding PhD dissertation, an early career award, and pioneer awards in different fields, among others. Above all we provide the opportunity of networking and being an active volunteer. We invite you to follow us on Facebook, Twitter, LinkedIn, Second Life and other the social network media. Over 600 members work as volunteers in many capacities organizing, planning and performing conference, educational, publication, technical, and member activities. AdCom Election & IEEE Fellows- Class of 2012

According to CIS Constitution, Article XI: Governance and Administration, Section 1, "The Administrative Committee (hereinafter called also ADCOM) is established to govern and administer the Society. The ADCOM defines the strategies and policies to manage the Society and realize the societal purpose, monitors the Society's activities, and evaluates the outcomes." Congratulation goes to the following five members on been elected to serve as ADCOM members during year 2012-2014:

IEEE CIS Regional Ambassador Program (New Initiative)

Regional Ambassador Program, an initiative approved by ADCOM in June, 2011

I.       Overview       

The main goal of the IEEE CIS Regional Ambassador Program (RAP) initiative is to increase and strengthen local and regional cooperation among members by providing them access to a wide array of regional experts in an easy and expedited way. The RAP initiative also includes the goals of serving CIS chapters, fostering cooperation between chapters, helping to create new chapters, and stimulating member recruitment.

The RAP will be run first as a pilot project in IEEE Region 9, Latin-America, for a year under new initiative funding. Following the first year, the impact of the RAP will be evaluated in order to decide whether it should continue as a permanent program of the IEEE CIS.

II.    Mission

The RAP initiative aims to foster cooperation between and among CIS Chapters within the same IEEE region, in order to organize visits of regional ambassadors (RAs). The program also supports CIS members residing in IEEE sections where although there are no CIS chapters, there is the potential to create new chapter(s).

A RA visit should be actively pursued as an opportunity for membership recruitment and CIS promotion, and chapter formation when applicable. The RAs will include a short presentation about the IEEE CIS during their talks. This program, however, is not intended to provide speakers for conferences, workshops, or symposia. 

III.    Policies and Procedures

A. There are two ways to request a regional ambassador:

1) Two CIS chapters belonging to the same IEEE region, but different IEEE sections, agree to cooperate. The lead chapter organizes an event and initiates the RA invitation, and the other provides the ambassador. Student chapters can participate as one of the two chapters requesting an ambassador.

2) A group of at least six IEEE CIS members (graduate student members, members, senior members or fellows) from an IEEE Section where there is no CIS chapter requests a RA from a CIS chapter, belonging to the same IEEE region. The group of members must select/agree on a chapter formation champion who should contact the chair of the IEEE CIS chapters subcommittee and begin the process of collecting signatures on the chapter formation petition before or at the time of the RAP application. In the following proposed procedures, a Group of Members refers to a group of CIS members satisfying the requirements of point 2).

3) All requests should be sent to the chair of the RAP subcommittee (see section VI). Requests should include:

    --RAP application form

    --Email from participating chapter chairs or group of members supporting the application

    --In case of a request coming from a group of members, it must include documentation about a chapter petition form in progress with a minimum of six signatures of IEEE CIS members belonging to their IEEE section. A confirmation note from the chair of the CIS chapters subcommittee must be included, indicating that the chapter formation process has been initiated and that at least six signatures of IEEE CIS members in good standing are supporting chapter formation.

    --Regional ambassador´s resumé. The nomination package may include addresses of the ambassador web site.

    --Signed RA duties form where the candidate expresses his/her willingness to serve as an RA and complete the respective duties.

    --Title and abstract of the lecture.

    --Date and location.

    --Estimated costs.

B. To organize a regional ambassador activity the CIS Chapter Chairs, or alternatively a Group of Members, should perform the following steps:

1.    Based on the interests of the members, choose an ambassador and a topic. The ambassador must be a CIS member residing in the same IEEE region as the chapter chairs. The chapter chair or a group of members should contact the RA directly, and work out preliminary details of the visit (tour event, date, location, financial arrangements, etc.).

2.    This preliminary information should be included in the RAP Application Form, to be sent to the chair of the RAP subcommittee. In general, the RAP covers the RA’s inter-city travel expenses. Chapters or group of members should cover the local expenses such as accommodation, meals, and transportation.

3.  The chapter chair, or group of members, should make timely arrangements well in advance of the planned visit. Requests are evaluated continuously and on a first-come first-served basis, and members are encouraged to make their requests for approval of the RA visit early in the year.

4.  RAs will include a short presentation about the IEEE CIS in their talks. The MA committee will develop a standard high-quality 15-minute slide presentation for RAs to use. If the RA activity has been initiated by a group of members, the RA visit has the important additional goal of stimulating the collection of the additional signatures needed to complete the chapter petition form.

5. The RA will be reimbursed up to a maximum of $1,000, in order to (partially) cover the air-fare to the location where the RAP talk is to be given, as well as other related travel expenses of the RA. A RA may have at most two RAP trips during a calendar year, depending on the availability of funds, but the second trip has lower priority.

6. After the visit is approved by the RAP subcommittee (see item VI), the chapter chair or group of members should contact the RA to finalize arrangements. A copy of the approval email should be send to the VP of Finances, indicating the amount awarded, date, location, and name of the RA, as well as the participating CIS chapters. The lecture should be open to all members of the IEEE, and non-members as well. The chapter chairs are expected to publicize the event in the chapter newsletter and/or by special mailings to all members of the chapter, as well as in their IEEE Section. The event must be announced as "Sponsored by the IEEE Computational Intelligence Society under its Regional Ambassador Program". If other IEEE societies or organizations have offered to support this Chapter activity, then proper acknowledgment should also be given.

7. Immediately following the event, the chapter chair, or group of members, should send a summary report to the chair of the RAP subcommittee including information on the lecture date/title, attendee statistics, a copy of the announcement, photos, etc.

8. The RA should retain receipts of the approved travel. Following the event, the RA should complete the IEEE travel reimbursement form (available at http://ieee-cis.org/financial) and send it electronically to the VP of Finances with a copy to the VP of Members Activities. After approval from the VP of Finances, the spreadsheet and scanned original receipts should be sent by email to the IEEE CIS Executive Administrator.

9. Chapters may participate in more than one RAP activity, but the RAP subcommittee will rank the requests, and give preference to chapters not previously having an RA assigned, in order to maximize the coverage of the program. Depending on the availability of funds, a chapter may have a second RA assigned to it.

IV.         Regional Ambassadors Eligibility

The Regional Ambassadors are recognized experts in their respective fields. The RAs should be IEEE Senior Members or Fellows with IEEE CIS membership. There will be no list of appointed ambassadors. Ambassadors should be proposed by a CIS chapter chair organizing a lecture, and should count on the support of the chair of the CIS chapter in which the proposed ambassador is a member. Alternatively, ambassadors can be proposed by the chair of the CIS chapter in which the ambassador is a member, and requested by a group of members of an IEEE section where there is no CIS chapter. Ambassadors will be approved upon request on a case-by-case basis by the RAP subcommittee.

V.         Regional Ambassador Program Subcommittee

A subcommittee of the Members Activities Committee will be in charge of running the RAP during its first year of execution. The subcommittee will be composed of the Chapters Subcommittee Chair, Distinguished Lecturer Program Subcommittee Chair, Senior Members Subcommittee Chair, Industry Liaison Subcommittee Chair and the Vice-president of Members Activities (who will act as the subcommittee chair during the first year of the RAP initiative).

The role of the RAP subcommittee is threefold:

    --Approve regional ambassadors upon request using the RA selection criteria listed below

    --Suggest potential regional ambassadors to chapter chairs

    --Publicize the Regional Ambassador Program

1. RA Selection Criteria*

*Quantitative measures in italics are recommendations in the competency of the RAP subcommittee

a.       Leadership & public lecture accomplishments in CIS related fields:

Criterion: number of keynote/plenary/tutorial/invited talks at regional or international events during the 5 years preceding the nomination.

b.      Elected members of the CIS, such as Adcom/Excom members, EiCs, chairs of CIS committees/subcommittees, Chapter chairs are highly respected researchers and active volunteers, and they can be directly requested as RAP speakers.

Criterion: service to CIS in at least one of the above positions during the last 5 years.

c.       Other RAP speakers can be suggested, if they are leading experts of their field, either in academia, or in industry and government, and have also demonstrated active involvement in CIS

Criterion: ISI journal papers and/or patents and/or awards, and leading positions in the last 5 years.

d.      Serving as an ambassador of the society:

The RA should be committed to the duty of representing the society at various public events, and to participating in chapter formation when applicable, membership recruitment and development as part of the RAP presentation.

Criterion: active member in IEEE CIS, with a signed and submitted RA duties form.

VI.  Regional Ambassador Program Evaluation

Joint chapter activities funded by RAP must be reported for all chapters participating in the activity through VTools. RAP activities must be properly reported on the chapters’ and CIS websites, E-Letter, and the EMaC tool.

At the end of the first year, the RAP will be evaluated using the following parameters:

    --Number of RAP activities per year

    --Number of RAP activities reported by chapters in VTools

    --Progress report on chapter formation as a result of the RAP program within the region

    --Opinions of CIS Chapter Chairs in IEEE Region 9

    --Survey applied to attendants of RA lectures

    --Total number of attendees at RA lectures

    --Number of visits to the RAP website

Finally, a report about the RAP experience will be written for CIM.

IEEE CIS Distinguished Lecture Program: Call For Nominations

The CIS Distinguished Lecturer Program (DLP) supports local CIS Chapters and CIS members by helping them to invite leading researchers in their respective fields. DLP speakers act as ambassadors of the society during their visit to local chapters and forster professional activities in the area. CIS DLP conducts a successful year in 2011, with 11 talks completed/scheduled this calendar year. We expect to accomplish several more DLP visits this year based on the requests by local chapters. Chapter Chairs still have the opportunity to request DLP visits for this calendar year, so members could benefit from the great opportunity provided by the DLP. http://ieee-cis.org/members/dlp/

IEEE CIS ADCOM Elections-Term 2012-2014

For those CIS members who are interested in being included in the slate of the upcoming AdCom election, according to CIS Bylaws, ARTICLE XIII – NOMINATIONS, ELECTIONS AND APPOINTMENTS, Section 1, ADCOM Members-at-Large, Paragraph (b):

“The Nominations Committee shall also remind CIS members that additional nominations may be made by CIS voting members. For each elective office of the Society, individual voting members eligible to vote in such election may nominate candidates either by a written petition or by majority vote at a nomination meeting of the Society, provided such nominations are made at least 28 days before the date of election. The number of signatures required on a petition shall be determined in accordance with IEEE Bylaws as follows. For all positions where the electorate is less than 30,000 voting members, signatures shall be required from 2% of the eligible voters.”

For the 2012-2104 IEEE CIS ADCOM Election petition candidates, the required number of signatures is 131 and the deadline for petition signatures is August 8, 2011. Please contact CIS Executive Administrator, Jo Ellen Snyder at j.e.snyder@ieee.org to initiate the process as soon as possible.

 


Nominations for 2012 IEEE CIS Officers

The following IEEE CIS Officer positions will become vacant in 2012 and need to be filled by election during the ADCOM meeting on June 5, 2011: VP Technical Activities, VP Finance, and VP Conferences.

Eligibility for Vice Presidents: All ADCOM members, Editors-in-Chief, Standing Committee Chairpersons, and Technical Committee Chairpersons, who held at least one of these positions for at least one year in 2006-2010, and are both IEEE Members or higher-grade members and IEEE CIS members in good standing at the time of the election.

The IEEE CIS Nominations Committee wishes to receive nominations, including the nominee's complete contact information, and the statement from the nominee that he/she agrees to serve if elected, by May 31, 2011. Nominations for IEEE CIS ADCOM Elections- Term 2012-2014

Each year, five members of the IEEE Computational Intelligence Society are elected by the voting members of the Society to serve on the ADCOM for 3-year terms. The ADCOM represents the members of the Society, defines the strategic goals of the Society, approves the plans for the Society's activities, approves the Society's budget, amendments to the Constitution and Bylaws, appoints Society officers, and authorizes the expenditure of Society funds. Members of the ADCOM are expected to attend two annual meetings and be involved in Society activities.

Eligibility: All members of the Society of grade higher than Student member and in good standing at the time of the election are eligible to be nominated to the ADCOM. Each nominee shall be consulted prior to the nomination to see if he/she will serve. Further information can be found at the IEEE CIS web site: http://ieee-cis.org.

There are two ways to nominate a candidate:

1) Via nomination through the IEEE CIS Nominations Committee. CIS ExCom Seminar Series in BRAZIL

The Computational Intelligence Society (CIS) is organizing an ExCom Seminar Series in Sao Paulo, BRAZIL on March 18, 2011. Speakers from member of Executive Committee will address selected nature-inspired computational paradigms for problem solving. Through this event, CIS would like to outreach its colleagues in the targeted geographical area and to build an infrastructure to facilitate the research and education needs.
This Seminar Series will take place at the University of Sao Paulo, Department of Electronic Systems Engineering of the Polytechnic School (EPUSP), which is located at Cidade Universitaria in the City of Sao Paulo. The event is cosponsored by the CIS South Brazil Chapter, and its registration is free and open to all professional and researchers interested in the technical areas of the computational intelligence.

Distinguished Lecturers Program

The Computational Intelligence Society Distinguished Lectures Program (DLP) closes a very successful year with 15 realized DLP visits to CIS Chapters across the globe during 2010. This shows a significant increase from previous years, indicating that our society pays increasing attention to the development of local chapters as important building blocks of our emergent activities. We would like to express our gratitude to the following DLP speakers who retired in 2010: Russ Eberhart, James Keller, Evangelia Micheli-Tzanakou, and Leszek Rutkowski. Their DLP talks in the past 3 year provided much needed outreach and support to our Chapters and to our Society as a whole. Thank you!
The CIS Administrative Committee has recently appointed the new slate of DLP speakers for the period of 2011-2013. They have been selected from the nominations of highly qualified candidates. We have the opportunity to appoint 7 new speakers and they are as follows: Jim Bezdek, Marco Dorigo, David Fogel, Janusz Kacprzyk, Nikola Kasabov, Enrique Ruspini, and Kay Chen Tan. Congratulations! Call for YouTube Video Competition Submissions

The IEEE Computational Intelligence Society wishes to broaden people's perspective and understanding of computational intelligence technology and underlying innovations that are currently and will continue to be important as we progress into the future. We are especially very keen to get the younger generation interested in technology and finding out what makes technology work, and to explain concepts of computational intelligence in easily understood ways. The challenge is to explain through a YouTube video production how Computational Intelligence techniques (specifically Fuzzy Logic here) can be explained at the simplest level so that they can be understood mainly by pre-college and college students. According to CIS Constitution, Article XI: Governance and Administration, Section 1, "The Administrative Committee (hereinafter called also ADCOM) is established to govern and administer the Society. The ADCOM defines the strategies and policies to manage the Society and realize the societal purpose, monitors the Society's activities, and evaluates the outcomes." IEEE-CIS has contributed courses developed by experts in the field to the eLearning Library. 2010 IEEE CIS AdCom Election

According to the IEEE Computational Intelligence Society Bylaws, this year's election by the membership is to fill vacant Administrative Committee positions. Five new members will be elected for a three-year term beginning 1 January 2011 to 31 December 2013. The names on the ballot were submitted by the Nominations Committee and/or by petition. CIS Educational Repository

The IEEE CIS Educational Repository was developed to promote awareness of computational intelligence topics through the dissemination of educational materials in various outlets and formats. Tutorials presented at major CIS conferences are available in PowerPoint, audio, and video format at the repository. Plenary lectures and popular lecture videos in the CIS field are also available, along with information on webinars and ExpertNOW courses. Currently, the repository is housed on a temporary site, but soon will be integrated into the new CIS website with more user-friendly search and archival features. Welcome to the IEEE Computational Intelligence Society

It's my greatest honor to serve as your president for the next two years. The IEEE Computational Intelligence Society (CIS) has shown remarkable growth from its humble beginnings as the IEEE Neural Networks Council in the early 1990s. Since then, we have grown into a thriving and expanding society, with an international representation of devoted volunteers, a strong sense of community, and a vision for addressing some of the most challenging real-world issues with biologically motivated computational paradigms.

Our current activities are well represented by our publications and conferences. IEEE Transactions on Neural Networks, IEEE Transactions on Fuzzy Systems, and IEEE Transactions on Evolutionary Computation routinely rate high in their respective categories. Among the 409 computer science journals indexed by the ISI (Institute for Scientific Information) in 2008, our three flagship publications are all with impact factors of 3.6 or higher and ranked at 10th, 11th, and 12th among all Electrical and Electronics Engineering Publications. IEEE Computational Intelligence Magazine, IEEE Transactions on Computational Intelligence and AI in Games, and IEEE Transactions on Autonomous Mental Development, as newer additions, have paved paths to a greater success in years to come. Our main conferences, the International Joint Conference on Neural Networks, the IEEE International Conference on Fuzzy Systems, and the IEEE Congress on Evolutionary Computation each continue to showcase well-regarded peer-reviewed technical contributions and attract growing participation from around the world. These three meetings will once again come together under a single roof from July 18-23 in Barcelona, Spain for the 2010 IEEE World Congress on Computational Intelligence. Additionally, the bi-annual IEEE Symposium Series on Computational Intelligence, which was inaugurated in 2007, witnessed another overwhelming success in 2009-Nashville, featuring 24 concurrent symposia in specialized topics. Look out for the next edition of SSCI 2011 in Paris for even greater success.

Our technical activities are catered by eleven technical committees and many task forces that comprise of leading and active contributors. You are encouraged to participate in these working groups to help shape the strategic and tactical advances that are required for our society to flourish. It is through the concerted efforts of motivated individuals and these grass-root organizations that novel ideas are born, new symposia are initiated, and special issues of our transactions are proposed. In addition, our Standards Committee offers a balance, openness, due process, and consensus program dealing with standards, data sets, and software of interest to people working in CI.

Our member activities routinely support distinguished lecturers at our local chapters. We offer webinars of timely interest on the Web for viewing at your convenience and one of the most generous student assistance programs for traveling to conferences. We also have a new program to support researchers from developing countries to present their works at CIS-sponsored conferences. Graduates of the Last Decade (GOLD) subcommittee is dedicated to serving the needs of undergraduate and graduate students as well as practicing engineers who have graduated within the last ten years and are working in the field of computational intelligence.

Beginning 2009, we have also placed a specific focus on education outreaches, including multimedia tutorials at your disposal, summer schools around the world, and a repository of education materials. Extensive efforts will also be made to develop course modules both at undergraduate and graduate levels in computational intelligence. I am confident that these efforts will help bring computational intelligence to a higher level of recognition and visibility in todayˇ¦s social, economical, and technological world.
